In Georgia, Gov. Nathan Deal has ordered mandatory evacuations east of I-95 along the entire Georgia coast, which is home to popular beach towns like Tybee Island.

The storm is currently nearing Georgia, and will move parallel to the Georgia coast through 4 a.m. Wind gusts of 50 mph were reported in Savannah as of 10 p.m.

Deal said this afternoon that crews are still extricating some people off of Tybee.

"There comes a point where we cannot jeopardize the lives of our first responders any further," Deal said.

Deal said on Thursday, "I don't intend to prosecute anyone for not leaving. ... I think Mother Nature will take care of them."

Deal said today that 9,000 people are in 30 shelters and 1,000 National Guardsmen have been deployed.

Deal told reporters Thursday night, "This is not Southern hospitality we are inviting to Matthew -- we hope he leaves as soon as possible."

SOUTH CAROLINA

In South Carolina, where the storm is expected to make landfall Saturday morning, possibly around 5 a.m., about 1.1 million people were ordered to move from coastal areas.

Gov. Nikki Haley said this evening that 355,000 people have evacuated and over 4,000 are staying in shelters.

"The best thing now is to just hunker down, stay in a safe place," Haley said. "Don’t move, don’t try and move around, make sure you have your cell phones charged.

The storm is expected to hit South Carolina's Beaufort County -- just north of Savannah -- during high tide in the middle of the night, Haley said, adding that she anticipates a large water event. It will move up the coast and will be over Myrtle Beach by noon Saturday.

Haley said this morning the state was preparing for major storm surges, winds, wet grounds, falling trees and power outages. There is "nothing safe about what's getting ready to happen," she said.

Flash flood watches have been issued for Georgia, the Carolinas and Virginia. 

NORTH CAROLINA

As North Carolina braces for intense winds and rains, Gov. Pat McCrory this afternoon called the storm potentially the worst flooding since Hurricane Floyd in 1999.

Coastal regions could see rainfall totals of 15 inches or more through tonight, Saturday and Sunday, McCrory said. Storm surge totals could reach 2 to 6 feet.

"What we feared is now happening in North Carolina," McCrory said.

Eastern North Carolina will begin to feel impacts from the storm at around 5 a.m. Saturday and they will continue through the evening. By Sunday morning, the storm will move further out to sea.

McCroy said the most immediate concern is life-threatening rain and water, adding that some rivers are already at high levels from past flooding.

U.S. TRAVEL

Hurricane Matthew has caused major transportation disruptions for much of the U.S, with more than 4,200 flights canceled between Wednesday and Saturday. The only airport that is currently closed is Savannah/Hilton Head International Airport; it is expected to reopen on Sunday at 8 a.m.

Amtrak suspended services in the southeast because of the severe weather.

CARIBBEAN

Matthew tore through the Caribbean this week before reaching the U.S. In Haiti, at least 271 people have been confirmed dead, Haiti's Civil Protection Agency told ABC News today, but Reuters, citing local officials, reports that at least 842 individuals have been killed as a result of Hurricane Matthew. However, authorities are struggling to gain a full picture of the death toll as communications are still down in certain areas.

Jean-Michel Vigreux, the country director in Haiti for the nonprofit group CARE, said in a statement Thursday that the southern part of the country is "now cut off from the rest of the country."

He added that the city of Jeremie was in "complete destruction."

What You Need to Know About Hurricane Matthew's Storm Surge - Hurricane Matthew is forecast to bring potentially devastating storm surge today from Cape Canaveral, Florida, all the way to Charleston, South Carolina, according to forecasts.

The National Weather Service warned that Florida could see storm surges worse than the devastation New Jersey and New York saw during the deadly Superstorm Sandy in 2012.

Storm surge is defined as "an abnormal rise of water generated by a storm, over and above the predicted astronomical tide," according to the National Weather Service.

"Storm surge is basically water piling up along the shore ahead of, and inside, the hurricane," ABC News meteorologist Ginger Zee said.

When a hurricane is out over the open ocean, as pressure falls in the center of the storm, water levels rise. As the hurricane closes in on land, the storm's strong winds will push that water towards the coast, so it essentially has nowhere else to go but up and inland, Zee added.

President Obama also warned of the dangers of storm surge today.

"Many of you will remember Hurricane Sandy, where initially people thought this doesn't look as bad as we thought and then suddenly you get massive storm surge and a lot of people were severely affected," Obama said. "We're still on the front end of this hurricane, we're not on the back end. So, we don't know how bad the damage could end up, we don't know how severe the storm surge could end up being. And we're not going to know for three, four, five days what the ultimate effects of this are."

"If they are telling you to evacuate, you need to get out of there and move to higher ground, because storm surge can move very quickly," the president added.

The National Hurricane Center warned that Hurricane Matthew could bring a "combination of dangerous storm surge, the tide, and large and destructive waves will cause normally dry areas near the coast to be flooded."

Surge-related flooding would depend on the timing of the surge and the tidal cycle, according to the National Hurricane Center, meaning it can vary greatly even between short distances apart.

There is a possibility of "life-threatening inundation" over the next 36 hours along the coasts of Florida, Georgia and South Carolina, all the way from Jupiter Inlet, Florida, to South Santee River, South Carolina, according to the National Hurricane Center.

As of Thursday morning, Matthew was sporting 140 mph winds as it plowed across the Bahamas. Some additional strengthening is possible before it reaches Florida. The worst impacts to the state are likely to come Friday.

Exactly how much storm surge comes ashore in different parts of Florida depends in large part on Matthew’s track, but forecasts indicate that 6 to 9 feet of surge is possible for Cape Canaveral, located about 70 miles south of Daytona Beach, as well as Jacksonville, and all the way up to Edisto Beach in South Carolina. To the south of the Space Coast, 3 to 5 feet of storm surge is expected. Numbers only tell part of the story. To help illustrate the potential severe impacts, WXshift has created graphics using the National Oceanic and Atmospheric Administration storm surge forecast and Google Earth.

These renderings are not intended to be a forecast of exact impacts. A shift in Matthew’s track of just 10 miles could be the difference between major impacts and relatively minor ones, not just in terms of storm surge but also rain and wind.

But these images do illustrate the potential Matthew has to push water ashore and wreak havoc. They also serve as a warning that staying in harm’s way is a risky proposition. Voluntary evacuation orders have been issued for Lucie, Flagler and Duval counties and a mandatory evacuation order has been issued for barrier islands in Brevard County. It’s distinctly possible more evacuation orders will be issued as the forecast progresses.

Warming oceans and melting glaciers have added about 8 inches to sea levels near Jacksonville since the start of the 20th century. Research has also shown an increase in the frequency of large storm surge events in the Atlantic hurricane basin since 1923.

Marshall Shepherd, an atmospheric scientist at the University of Georgia, has an instructive post over at Forbes about what you need to know about monitoring Matthew. His first point is particularly relevant:

“The forecasts evolve. Just because you saw a forecast on Saturday, it doesn’t mean that it has not or will not change. It is not uncommon for someone to say, 'But I thought the storm was going to ____ because that is what they said 3 days ago.' Hurricane track forecasts have improved over the past few decades, but there is still significant error. Intensity forecasts are even more challenging. Watch the evolving forecast rather than exclusively relying on one you saw days ago.”

These maps are one piece of that evolution. We’ll be updating them regularly as new forecast information becomes available. In the meantime, it doesn’t hurt to consider the sixth point in Shepherd’s post if you live anywhere along the Florida coast: “Prepare for the worst but if the worst doesn’t happen say thank-you.”

Japan's Workers got August 11 off for first-ever Mountain Day. - Imagine strolling to work on a Thursday morning to find a closed office and an email from your boss telling you to go on a hike. For about a third of the Japanese population, that was a reality on August 11. Mountain Day, Japan’s newest official public holiday launched yesterday. While the day is Japan’s 16th official day off, a survey, conducted by the Japan Weather Association, revealed only 68 percent of the population knew of its existence.

According to the survey, almost 60 percent were planning on using the day to rest. Only 9.6 percent reported they would be heading to one of Japan’s hundreds of mountains, like 12,389-foot Mount Fuji. Taking a break from work might have been the intention all along, though. The Japanese take, on average, just 6.8 days of personal vacation each year, despite the country’s ever-increasing list of work-free days. With 16 public holidays, Japan now has the most among the world’s leading industrial nations, ranging from days celebrating the ocean (Marine Day on July 18) to the elderly (Respect for the Aged Day on Sept. 19). 

There may be an economic motive behind the unanimous decision from both Japanese political parties to declare the holiday. Retailers and tourism operators are expecting an estimated $8 billion spending spree due to the holiday, due in part to the Obon Festivals taking place throughout the country just days after Mountain Day. While mountains cover three-fourths of Japan, relatively few recreators use them. Only 6 percent of the Japanese public are active campers, Toru Yamai, president of Snow Peak Inc, told Bloomberg. 

The Japanese Alpine Club, which was a strong proponent of Mountain Day’s creation, hopes the holiday will bring the public outdoors and help them understand the importance of protecting the country’s natural wonders. The date itself was chosen because the kanji for 8 resembles mountains, and the number 11 looks like two trees.
